You will be part of LTA’s Corporate Strategy team. This team works closely with the Chief Executive, the senior leadership, staff, customers, and others to (1) envision the future of Singapore’s land transport ecosystem, (2) clearly define this vision with measurables and stories, (3) devise strategies that take into account the past, present, and future so that we can achieve these strategic outcomes with the resources we have, and (4) get as many as possible to join our cause.

We kick down obstacles and empower the organisation with knowledge, tools, systems, and structures that supercharge our drive towards achieving our vision. We also get ourselves directly involved in implementing strategic projects. To this end, we are leading LTA’s Lean Transformation efforts so that the whole organisation – staff, systems, structures, and all – see through the same lens and speak the same language.

Main Responsibilities
- Stay abreast of the latest developments in strategic planning concepts and methods, and the views of thought leaders in the strategy field.
- Establish and maintain a network of human sensors across levels and functions to surface needs, challenges, and other insights that they would otherwise not be apparent to the leadership team.
- Continuously define and measure what our customers (both external and internal) value the most by making sense of quantitative datasets, qualitative insights, and emerging strategic issues.
- Align and synergize work plans across the organisation to strategic outcomes through traditional and non-traditional communications channels such as Town Halls, management conversations, easy-to-use work plan templates, dashboards, visual reports, planning guidance infographics, posters, tools, and a business partnering model.
- Prioritise work plans to steer the allocation of budgetary, manpower, and other resources to initiatives that would deliver the most value to internal and external customers.
- Determine the culture of the organisation – the assumptions and mental models of people inside the organisation – and then implementing creative, sometimes covert, change management interventions in support of culture transformation.
- Framing and provide recommendations on key strategic initiatives and issues to the senior management team.
- Transform the organisation culture and improve resource effectiveness through Lean, with a view that the entire organisation – staff, systems, structures, and all – will see through the same lens, speak the same language, and innovate to reduce waste and maximize value.

Specific activities include:
a. Alignment of corporate systems, structures, and processes
b. Development of Annual Work Plan toolkits
c. Hands-on actual implementation strategic Lean projects
d. Lean training for staff
e. Spreading best practices and ideas across the organisation

Requirements
• Tertiary qualification in any discipline with 3 or more years of working experience
• Possess strong analytical skills and feel comfortable working with and manipulating data
• Able to prepare and deliver clear written, verbal, and visual arguments to senior management (e.g. presentation, papers, and communications materials)
• Able to build consensus across different functions and stakeholders
• Humble and eager to learn
• Comfortable with adapting and finding ways to deliver outcomes in an VUCA and unprecedented situations
• Enjoy different perspectives, unlearning own perspectives, and able to adopt new ones
• Experience in Corporate Strategy, Lean, Design Thinking, and/or Innovation methodologies will be advantageous
• Proven track record of implementing Lean would be advantageous
