The jobholder is responsible for driving the successful implementation of the employee payments track of a Whole-of-Government (WOG) HR and Payroll (HRP) system required to modernise the HRP processes, as well as transform service delivery. The jobholder will work with the Project Team Leader in implementing generic and agency-specific payroll functionalities, which includes claims, medical billing and pension, within the next generation HRP system for WOG.

Specifically, the job holder will:

  • Work with the project team to deliver the WOG HRPS within project timeline and resources;
  • Work with stakeholders in upstream processes and functions (eg HR processes) to achieve seamless integration to payroll system;
  • Provide input to vendors on functional design in the payroll domain to best meet the user requirements, including workflow, reporting, analytics and user experience;
  • Identify opportunities for productivity improvements, via transforming, streamlining and continuous improvement of work processes;
  • Prepare for and conduct user acceptance tests, ensuring timely resolution of issues;
  • Support data migration, conversion, mapping, verification, cleansing, catch-up (if applicable) to the new system;
  • Facilitate change management and user training to ensure a smooth transition to the new HRP system; and
  • Support the project during parallel run and post go-live stabilisation.

Key Requirements

The jobholder should have the following experience, skills and qualifications:

  • University degree in a relevant discipline;
  • Good critical thinking, planning and analytical skills to develop functional capabilities in payroll system;
  • Understanding of payroll processes and experience with payroll systems as well as system implementation will be an advantageous;
  • Meticulous and a good team player who is able to work well independently; and
  • Able to proactively develop and manage relationships with various key stakeholders.
