Senior Manager/Assistant Director (HR Transformation / Payroll)

Responsibilities

  • Leads a team of managers to realise the end-to-end development of the Payroll business processes for the HR Transformation Programme and managing the implementation of the proposed people, process and system changes required to modernise MHA’s HR/Administrative processes and service delivery. 

  • Reports directly to Deputy Director, Business Architects in HR Transformation Office (HRTO). He/ She will work closely with senior HR/ Administrative/ Payroll/ Finance functional leaders in MHA to develop and implement the new HR/Payroll System for MHA that is aligned to its current and future needs. 

  • Responsible for implementation of the HR Payroll business processes and practices as well as for proposing tweaks in HR/Admin/Payroll/Finance policy interpretation and implementation as needed, so as to bring about better integrated, people-centric HR/Admin/Payroll/Finance services in MHA. 

  • He/She is expected to understand, map, re-engineer and seek to automate as much of MHA’s HR/Admin/Payroll/Finance processes through adopting and adapting existing HR/Admin/Payroll/Finance IT capabilities/ modules owned by other Ministries and Statutory Boards, if possible. 

  • As a member of the HR Transformation Office, the jobholder has to align to the direction and strategic goals of HRT programme in the process implementation. 

  • The jobholder’s principle accountabilities include:
  1. Driving the execution of implementation plans; and
  2. Levelling up initially and subsequently proposing, planning and delivering cost-effective and people-oriented HR/Admin/Payroll/Finance IT-based capabilities. 

Requirements 

  • A good Degree from a recognised University.
  • A good grasp of Public Sector HR/Payroll policy interpretation/ implementation and awareness of known logical issues/ consequences.
  • Excellent logical thinking, planning and analytical skills.
  • Collaborative, customer-centric, dynamic, resourceful and motivated team player.
  • Good change management skills.
