The Job Holder is responsible for executing and coordinating Whole-of-Government (WOG) planning and exercises for crisis management. This includes facilitating the development and review of joint Home Team Departments’ operations/security plans to support these efforts. The officer is part of the Homefront Crisis Executive Group (HCEG) Secretariat and would staff issues relating to crisis management in the Homefront.


  • During peace time: The Job Holder is responsible for organising HCEG and CMG S&S-HTCT meetings. He/she may be required to brief new HCEG members on the HCMS upon their appointment, as well as to deliver lectures and presentations at training programmes or to foreign delegations that visit Singapore.
  • The Job Holder is to conduct reviews of aspects of the HCMS, or AARs following incidents in order to distil relevant lessons for the betterment of the system.
  • During Crisis or Pre-Crisis Periods: The Job Holder is responsible for staffing HCEG and CMG(S&S) in terms of organisation of meetings, collation of information/situation picture, analyse the situation, and make recommendations on forward looking operations.
  • The Job Holder is to attend and staff MHA principals attending CMG meetings convened by the various other lead agencies (such as MOH, MEWR etc).
  • The Job Holder is to work with relevant other HTDs and WoG agencies to develop contingency plans, specifically plans to address various Safety and Security scenarios.
  • The Job Holder is to plan, organise, and staff multi-agency exercises. 



  • Good grasp of the functions of the various Home Team Departments and heightened awareness of security issues. Experience in operational planning is beneficial.
  • Good communication and interpersonal skills as a substantial part of the work lies in being able to engage and network at all levels. Ability to prepare and deliver presentations for various audiences.
  • Good writing skills with the ability to holistically integrate strategic thinking with operational realities and constraints.
  • Resourceful, independent learner, thinker and driver. Takes initiative and works well with others.
  • Keen appreciation of geo-strategic issues in the region, and its potential impact on Singapore’s sovereignty and security.
