Responsibilities

In this role, you will be part of the team to;

  • Master Plan and shortlist potential Sport-In-Precinct (SIP) sites, including conduct joint site survey and demographic analysis of the precinct, submit Assessment & Analysis report.
  • Liaise with and Process SIP applications/submissions from Town Council / Grassroots Organizations and Advisors.
  • Liaise with HDB (Neighbourhood Renewal Program (NRP) Project Coordinator; NRP Development & Procurement Group – Upgrading Programmes Department 1).
  • Partake in meetings and key events with Grassroots Organizations and Resident Working Committees.
  • Work with the survey and technical consultants appointed by Town Council (TC) to coordinate the SIP concept design, drawings and material specifications.
  • Analyse feedback from studies and focus group discussions with regards to residents’ needs and requirements.
  • Work with Innovation and Technology Team to value add in the community neighbourhood spaces.
  • Clear individual constituencies design proposals and justify projects’ budget commitment with Senior Management Meeting (SMM) and Major Projects Committee (MPC).
  • Update HDB on approved SIP projects, and if the approach will dovetail NRP process or not. For delinked projects, manage the project as independently within the SIP (Non-NRP) timeline, i.e. conduct community engagement process, call/evaluate and award tenders, manage and administer contract, etc.
  • Manage SIP (NRP-Delinked) Projects, i.e. community engagement process.
  • Submit Internal Approving Authority (IAA) Paper to MCCY for fund drawdown.
  • Review Consultant’s design proposals.
  • Clear both preliminary and final design proposals / specifications with SMM and MPC.
  • Obtain quarterly milestone updates from Town Council on project progress.
  • Oversee project & manage disbursement of funds.
  • Resolve project management issues (e.g. timelines, budget, project variations arising from specifications revision).
  • Arrange for post completion site inspection.
  • Follow up with regular and continual on-site observational studies on actual usage and collect and assess user feedback.
  • Manage audit construction and do housekeeping.

Requirements

We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service to stakeholders and the community. This individual should be a sport advocate through living an active lifestyle and staying active.

In addition, an ideal candidate should possess the following;

  • Knowledge in building, urban and regional planning, architectural studies / architecture, civil engineering, real estate, material science/engineering, and/or its equivalent.
  • Relevant working experience with strong knowledge and understanding of master-planning, building construction, feasibility study and budget estimates
  • Work experience in government policy planning, research, consultancy, and strategy / analyst role would be an advantage.
  • Innovative with good leadership qualities and as part of team to meet organisational objectives and the ability to prioritize multiple assignments and work effectively under tight deadlines.

The level of offer will commensurate with applicants’ experience and track records. Successful candidates will be offered a 2/3- year contract in the first instance.
