MAS is the central bank of Singapore. Our mission is to promote sustained non-inflationary economic growth, and a sound and progressive financial centre.


You will be part of the team responsible for overseeing MAS Electronic Payment System (MEPS+) and domestic securities management systems in MAS.  These involve supporting interbank payments in MEPS+ as well as MAS and government securities auctions and trade settlements.  You are also expected to understand and support the linkages between these systems and other market infrastructures such as the Automated Clearing House (ACH) and Singapore Exchange.  You will partner business users to build excellent business processes and information systems.

Main Responsibilities: 

  • Work closely with stakeholders in both IT and user departments to translate business requirements into IT solutions. 
  • Adopt sound project management practices to ensure IT solutions implemented fulfil business objectives. 
  • Ensure smooth system operations throughout the system lifespan through proactive quality management. 
  • Periodically upgrade system features and functionalities as part of system support and maintenance.


  • At least 5 years' relevant experience in supporting and/or implementing payments and securities settlement systems.
  • Proven track record in project and vendor management and delivery, and familiar with Systems Development Life Cycle methodologies.
  • Proficient in Java/J2EE and/or Microsoft .NET Framework (C#, VB) and PL/SQL programming.
  • Good working knowledge of Oracle Database, Microsoft SQL Server and fault-tolerant infrastructure concepts.
  • Knowledge of fixed income instruments and S.W.I.F.T messaging platform will be an advantage.
  • Self-driven, creative and team-oriented person with good interpersonal and communication skills.
  • Certifications in PMP and relevant technical skills will be an advantage
  • Able to work independently as well as in a team
  • Excellent Communications with stakeholders across levels
