Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.

CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.

Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

Responsibilities

  • Oversee the business development engagements with potential clients
  • Manage and consult on organisations’ Employee Engagement Survey projects. This includes taking responsibility for overall client relationship management and project management.
  • Work with our survey administration partners to ensure timely and quality delivery of project deliverables.
  • Support the principal consultant in the design and deployment of interventions related to post-Employee Engagement Survey follow-up efforts.
  • Contribute in scoping and designing programmes to build capability of practitioners and leaders in understanding employee engagement and how to improve engagement and close engagement gaps.
  • Conduct practice research, with the aim of introducing best-of- class Employee Engagement practices to the Public Service. This also includes the conduct of the annual public service engagement re-norming exercise.
  • Supervise and develop the more junior consultants in the team

Requirements

  • Possess at least 6 years working experience in organisation consulting, preferably with mid to large organisations, and 3 years experience at managerial level, preferably in the Public Sector. Experience with organisation consulting firms would
    be an advantage.
  • Self-motivated, meticulous and resourceful. Ability to handle pressure well. Ability to
    work independently and effectively with leaders and broad range of stakeholder
    groups.
  • Interest in mentoring and developing less experienced OD consultants.
  • Excellent organisation skills and ability to multi-task. Familiarity with a broad range of OD frameworks and tools. Ability to lead, develop and motivate team members and manage resources.
  • Good analytical and communication skills
  • Ability to work collaboratively within CSC and with external partners
  • Demonstrate integrity and drive for excellence in work
