Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.

CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.

Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.


The Senior Executive (CAST) will

  • Work in a multi-disciplinary, cross-department team to design and develop new policy simulations and games. This will include:
    • Conducting background research which may include engaging subject matter experts in other ministries and agencies;
    • Developing the overall game concept as well as the detailed elements of the game;
    • Managing the procurement and production of game materials (as necessary)  
    • Organising prototyping sessions and managing any administrative and logistics arrangements as needed.
  • Organise and oversee the running of policy simulations and game-runs. This will include:
    • Liaising with the relevant partners and stakeholders on the required logistics.
    • Acting as controller or facilitator at the game/simulation run
  • Design, develop and manage training programmes, study visits by Overseas Resource Persons and or relevant seminars. This will include:
    • Collaborating with Resource Persons to design and develop the training/study-visit programme;
    • Organising the necessary logistics required for the training/study-visit programme.
  • Network and build partnerships with key stakeholders


  • Minimum 2 years' relevant experience in training & development/Learning Design/Organisation Development or related field.
  • Keen interest in public policy, and experience in class room training, would be an added advantage. 
  • Good graphic design skills
  • Serious/casual gamer and interested in developing Serious Games for learning;
  • Enjoys working in a creative atmosphere;
  • Strong knowledge of Singapore government and current affairs;
  • Good interpersonal skills and able to facilitate small group conversations;
  • Good project management skills and able to multitask;
  • Ability to adapt to changes and manage competing demands.
  • Have good analytical and communication skills.
  • Able to work collaboratively within CSC and with external partners
  • Demonstrate integrity and drive for excellence in your work.
