Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.

CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.

Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

Job Description

  • Conceptualise and implement initiatives to build CSC learning and development capabilities.
  • Collaborate with CSC institutes, partner organisations, service providers and content experts to design and develop learning experiences.
  • Design learning experiences for specific needs, which include defining learning outcomes and evaluation metrics, content analysis and defining learning pathways using the appropriate learning and engagement strategies, learning methodologies and technologies.
  • Apply learning analytics, impact assessment and evaluation methods to assess the effectiveness of learning experiences.
  • Carry out horizon scans to identify new technologies with potential use cases in the area of learning and capability development; prototype, incubate and potentially scale for wider adoption.
  • Develop learning resources for a range of channels both in-person and online.
  • Facilitate and deliver learning sessions for the purpose of building capability in CSC

Job Requirements

·         At least 6 years of relevant learning technology implementation/adult learning design and development experience and relevant professional certification (e.g. ACTA, DACE), or its equivalent.

·         Ability to apply technology in learning design.

·         Ability to implement best practices in the field and strong knowledge in performance analysis or learning needs assessment; designing classroom and blended learning; measuring learning impact & documenting results.

·         Ability to perform tasks with increasing complexity independently and adaptable in complex and ambiguous environments.

·         Good analytical and communication skills.

·         Ability to work collaboratively within CSC and with external partners.

·         Demonstrate integrity and drive for excellence in work.
