As a statutory board in the Ministry of Communications and Information, IMDA promotes and regulates the infocomm and media sectors.

 

Responsibilities

Lead team members to oversee strategic communications and international media efforts in the areas below.

 

  1. Strategic Communications
  1. Integrated Communications Planning and Marketing
  • Oversee the development and execution of integrated communications and marketing efforts for flagship initiatives spanning across multiple departments and stakeholders
  • Develop key messaging frameworks, content strategy and IMDA’s corporate narrative to reflect its new mandate
  • Provide strategic counsel to internal stakeholders to ensure media materials and speeches are aligned to IMDA’s central narrative and ensure coherent messaging across mainstream and online channels on IMDA’s role and initiatives to enable companies and individuals to seize opportunities in the digital economy
  • Support D(Communications & Marketing) and senior management in developing long term strategic planning and oversight of whole-of-IMDA communications & marketing efforts
  1. Social Media
  • Oversee social media strategy, content development and optimisation of IMDA’s corporate social media channels
  • Conduct review and audit of IMDA online and social media channels and create coherent strategy and approach for IMDA to improve our online presence and branding
  • Work with team to curate engaging content for IMDA’s social media channels (Facebook, Twitter, Instagram,  YouTube and Linkedin)
  • Identify opportunities to improve audience engagement by keeping abreast of trends and developments and use of analytics
  • Manage and clear responses for public feedback received through social media channels
  1. Corporate Publications
  • Annual Report: Oversee the development of Annual report, from management of procurement process, development of copy, design to coordination with internal stakeholders
  • IMpact - Establish IMpact as a well-respected destination for the coverage of the latest technology and media news, hard-hitting analysis and expert opinions for media and tech professionals. IMpact is IMDA’s news portal and e-newsletter reaching out to ICM industry and relevant stakeholders.
  • Work with team to plan editorial calendar to ensure strong pipeline of stories and content for IMpact and keep abreast of industry trends and developments in ICM to develop trend articles
  • Curate and vet relevant, timely and insightful content for target audience comprising tech and media companies and professionals and roundups for selected articles for monthly edm and online distribution
  • Develop ways to enhance IMpact’s brand and visibility and grow subscription and audience base for IMpact.
  1. Media Research and Analysis
  • Define strategy, scope and outcomes for newly created  media research and analysis function. This includes : i) Building the team’s capabilities in Media Research and Analysis to drive, evaluate and measure impact on media, communications and marketing initiatives; ii) Recommending effective frameworks, methodologies, tools etc for insight generation and reporting (e.g. message testing, media audits, using data to tell stories) and iii) Developing innovative ways to enhance the reach of content to targeted audiences to drive intended behaviour and outcomes.
  1. Executive Communications and Thought Leadership
  • Oversee thought leadership initiatives and executive comms (speeches & presentations at events, public/media outreach) for senior management
  • Develop overarching strategy and identify opportunities, events and platforms for IMDA to project thought leadership
  • Oversee evaluation of speaking opportunities for IMDA to gain mindshare on pertinent topics relating to ICM and digital economy to support organisational goals and priorities
  • Drive and coordinate the inclusion of IMDA’s key narratives in speeches and presentations by IMDA senior management or Ministry principals to project coherent messaging to external stakeholders
  • Manage the development of executive comms materials for CEO at key events
  1. Divisional SOPs
  • Oversee curation of daily news and social media monitoring/sensing reports to provide insights on media coverage and public sentiments towards IMDA’s programmes/policies so as to enable effective decision-making by senior management
  • Manage vendors and contracts who provide monitoring services to ensure good service standards
  • Review and streamline divisional SOPs and serve as business continuity representative for department
  • Develop, review and maintain social media crisis and issues management escalation framework
  1. International Media Engagement
  • Guide team to develop and execute strategic communications plan and identify opportunities to position Singapore as an attractive tech innovation hub, increase awareness of IMDA’s innovative programmes to support the industry and profile IMDA as a business-friendly agency open to collaborations with overseas investors, tech companies and start-ups with interest to expand into Asia through Singapore
  • Create opportunities for strategic engagement with international media to secure media coverage for IMDA and IMDA-related initiatives
  • Oversee the full spectrum of responsibilities pertaining to foreign media engagement - media queries, issues/crisis management, proactive media pitching, development of story banks and organisation of foreign media visits to Singapore to profile the infocomm tech and media capabilities of Singapore-based companies and start-ups.
  • Oversee the appointment and management of PR agencies tasked with handling IMDA’s overseas media engagement and activities
  • Lead PR efforts to support IMDA’s work on the international front (G-to-G, G-to-B). Oversee and manage the International account by developing holistic communications plans, creating media and communications materials and providing strategic counsel on appropriate messaging to support IMDA’s work on the international front
  • Keep abreast of media landscapes and trends overseas to develop relevant stories and materials to secure sustained exposure and coverage for IMDA and Singapore’s infocomm and media industry.

Requirements

  • Bachelor’s degree in Communications / Marketing / PR / Journalism or equivalent
  • At least 12 years of working experience in Communications, PR and/or marketing related fields
  • At least 4 years in supervisory position
  • Familiarity with mainstream and emerging digital platforms and tools
  • Experience in infocomm media related fields and media research methodologies is advantageous, but not a pre-requisite
  • Good people, project and stakeholder management skills
  • Strategic and structured thinker with good analytical skills
  • Detail oriented
  • Good writing and editing skills
  • Resourceful and creative, with natural sense of curiosity
  • Calm disposition with ability to navigate and perform in fast-paced and dynamic environments
  • Strong acumen for issues sensing
  • Global mindset with strong interest in current and international affairs

 

Position will commensurate with experience.
