Deputy Head (Training Development & Support)

The Immigration & Checkpoints Authority (ICA) is responsible for securing Singapore’s borders against undesirable people, conveyances and cargo through land, air and sea checkpoints. ICA also administers immigration and registration services, such as issuing passports and identity cards to Singapore citizens, and immigration passes and permits to foreigners. As a security agency, we enforce laws and regulations relating to immigration and registration.

As a Deputy Head (Training Development & Support), you will lead and manage a team to ensure smooth operations for courses, training programmes and events organised by ICA Training Command. You will also lead your team in the production of a multimedia training curriculum.

You will be placed on the Home Team Specialist Scheme.

 

Job Scope / Key deliverables:

Oversee the Training Support Branch and assist Commander (Training) to ensure operational effectiveness at all times.

Planning, directing and taking charge of the administration and support services for the ICA Training Command and these include:

  • Planning of the utilisation of training budget
  • Performing staff work in procurement
  • Evaluating and reviewing the usage of training equipment and infrastructure
  • Content conversion of training materials

Work closely with our internal and external partners to constantly review training delivery/methods and leverage on technology to develop new training methods and infrastructure.

Be the point of contact for the joint technology development and training simulation projects at the Home Team level for all Home Team Departments (HTDs).

Oversee and manage existing programmes and these include:

  • Sharing sessions of best practices on training delivery and methods by other HTDs’ Training Units for ICA trainers.
  • Coordination of visits to ICA Training Command/HTA by internal and external agencies with the sub-units of ICA Training Command
  • Video productions involving ICA Training Command on an ad-hoc basis including vetting of the script, etc.

Other duties as and when tasked by the Commander/Dy Commander.

 

REQUIREMENTS

  • A degree in Engineering, Information Technology, Information Systems or Computer Science
  • 5-8 years' relevant work experience
  • Good writing skills and interpersonal skills
  • Good analytical and problem solving skills
  • Ability to work under pressure within tight deadlines
