The Urban Redevelopment Authority (URA) is Singapore's national land use planning authority. URA prepares long term strategic plans, as well as detailed local area plans, for physical development, and then co-ordinates and guides efforts to bring these plans to reality. Prudent land use planning has enabled Singapore to enjoy strong economic growth and social cohesion, and ensures that sufficient land is safeguarded to support continued economic progress and future development.

We are looking for a HR Business Partner who will serve as a consultant to the designated groups and management on HR related issues. In addition, he/she will also act as an employee champion and change agent to the line groups.


This position formulates partnerships across the HR functions to deliver value-added service to management and employees in the following areas: 

  • Builds a strong working relationship with the line groups’ management team
  • Consults the line groups’ management team, and providing HR guidance when appropriate
  • Provides HR policy guidance and interpretation.
  • Analyses trends and metrics in partnership with HR Analytics to develop solutions, programmes and policies.
  • Manages and resolves complex employee relations issues
  • Provides day-to-day performance management guidance including performance management, counselling, career development, etc
  • Provides guidance and input on group/departments’ restructures, workforce planning and succession planning.
  • Works closely with management and employees to improve work relationships, build morale and increase productivity and retention.




  • A degree in a relevant discipline, with at least 5-6 years of broad HR experiences as a HR Generalist/Business Partner. In the alternative, candidates without a degree should possess at least an additional 5 years of relevant experience.
