Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.

CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.

Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

Job Description

  • Develop learning interventions for the public sector communities (e.g., identify learning needs, design curriculum, develop and evaluate learning interventions) in foundational and emerging areas such as digital literacy, data analytics, interpersonal skills, etc.
  • Work with subject matter experts to shape the course content, curriculum and learning outcomes
  • Assess and monitor the impact and effectiveness of learning interventions at the individual trainee and/or organisation level
  • Contribute to market intelligence gathering and research in Learning and Development (L&D) to keep training programmes abreast of future trends and developments
  • Undertake research and implement initiatives / programmes to drive technology-enabled learning
  • Curate, design and/or develop learning resources / research pieces to be delivered on multiple platforms (e.g. digital, blended)
  • Undertake consultancy projects to support public agencies in their transformation journey through digitalisation and innovation, by applying methodologies such as design thinking and process improvement
  • Manage stakeholder relationships and project progress within budget and timelines

Job Requirements

  • At least 2-4 years of relevant working experience in L&D and instructional design. Equivalent digital expertise in other domains, and experience in human-centred design and/or process improvement will be an advantage.
  • Strong organisational, analytical, project management and communication skills
  • Self-motivated, proactive, meticulous and resourceful
  • Ability to work and thrive in a fast changing work environment
  • Possess professionalism and confidence in dealing with people at all levels, especially with stakeholders in our lead agencies
  • Experience in classroom training/facilitation and design of learning interventions / programmes
