SkillsFuture Singapore (SSG) is a statutory board under the Ministry of Education (MOE). It will drive and coordinate the implementation of the national SkillsFuture movement, promote a culture and holistic system of lifelong learning through the pursuit of skills mastery, and strengthen the ecosystem of quality education and training in Singapore.

SSG will strengthen the adult training infrastructure by taking on all existing functions of the Committee for Private Education (CPE) and the Institute for Adult Learning (IAL) to enhance the capabilities and professionalism of adult educators. SSG will play a key role in the quality assurance for private education institutions and adult training centres. Together with educational institutions and training partners, SSG will ensure that students and working adults have access to high quality, industry-relevant training throughout life. SSG will also bring together synergies in continuing education and training (CET) and pre-employment training (PET), so skills requirements will continue to meet the demands of different sectors of the economy.

The role reports to the Deputy Director, Programmes, Planning and Partnership to lead and develop business development and marketing strategies and activities to drive growth of capability development programmes and initiatives of the Institute in professionalisation of the Training and Adult Education (TAE) sector. The role also involves working closely with the Adult Education Network (AEN) and Adult Education Professionalisation (AEP) as well as other teams to realise a vibrant professional Adult Education community committed to continuing professional development and best practices, in tandem with the development and transformation of the TAE sector. 


  • Lead the Business Development and Marketing (BDM) team
  • Work closely with and guide BDM team to conceptualise, develop, ensure execution of and drive marketing strategies, plans and campaigns for IAL’s initiatives. Activities may span various marketing platforms, including eDMs, website, roadshows, course previews and physical marketing collaterals
  • Manage important partnership and corporate client accounts to meet specified targets, beginning with the engagement and acquisition of new client and partner possibilities, to the negotiation and selling of the range of IAL’s value proposition and services and then to the management, retention and growth of such clients and partners
  • Coordinate and synthesize across all relevant IAL teams to cohesively market and manage business development efforts for IAL’s various programmes and initiatives, in order to enhance and maintain IAL’s market brand and image with potential and current learner, client and partner groups
  • Achieve all marketing, sales and business development targets and Key Performance Indicators (KPIs) of IAL’s programmes and initiatives


  1. Tertiary qualifications, preferably in the area of marketing, mass communication or business 
  2. At least 10 years of marketing and business development experience, preferably in relevant training, education and management activities
  3. Excellent interpersonal and communication skills including people and professional community collaboration, leadership and project management
  4. Dynamic and result-oriented with excellent end-to-end execution of processes, client engagement and negotiation, product and service pitching and marketing campaign strategy and implementation
  5. Self-driven with strong management and organisational skills
