Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.

CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.

Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

Job Description

  • Conduct research, with some guidance from more senior researchers, to advance deeper understanding of domain area in the public sector and provide some thought leadership in that policy domain.
  • Produce quality research outputs in the form of cases, papers or articles in the domain area.
  • Develop content that contribute to the training of public sectors leaders in forums, workshops and discussions.
  • Work closely with learning and development specialists and programme officers to ensure coherence and effectiveness of the curriculum, programmes and activities.

Job Requirements

  • At least 1-2 years' relevant working experience.
  • Experience and/or keen interest in research or policy work related to governance and policy, especially in the economic sector.
  • Keen interest in domain area and experience in research and analytical work on domain area issues. Experience working in the domain area-related field in a Singapore government agency, an intergovernmental organisation or think tank would be particularly relevant.
  • Ability to work both independently and in a team.
  • Good analytical and communication skills.
  • Ability to work collaboratively within CSC and with external partners.
  • Possess integrity and drive for excellence in work.
  • Experience in leading research teams is a bonus.
  • Strong public speaking and facilitation skills are a bonus.
  • Experience or skills in curriculum or programme design is a bonus.
