Central Narcotics Bureau keeps Singapore safe from drug abuse through: enforcement action against drug traffickers and abusers, leading and co-ordinating preventive drug education, assisting and forging a national consensus of zero tolerance towards drug abuse and identifying and recommending new legislative and other measures.

The Job Holder reports directly or indirectly to Senior Assistant Director, Administration. He/She supervises a group of officers to ensure the smooth running of finance functions, allowing CNB officers to effectively perform their drug enforcement and preventive education work in line with CNB’s vision and mission. 

Job Scope:

  • Monitors and provides timely and accurate updates on CNB’s Operating Budget (comprises Expenditure on Manpower and Other Operating Expenditure) and Development Budget. Corresponds with CNB HR on data relating to EOM to assist (Senior) Executive, Finance in budget projections as well as other Divisions on OOE related requirements and expenditure items.
  • Collates and conducts preliminary reviews on budget requirements for developmental and payment progress and liaises with the Project Managers on timely updates of information.
  • Assists (Senior) Executive, Finance in the monthly budget review on CNB’s budget to CNB Management
  • Assesses fund balance between accounts and cost centre pools, proposes and prepares the necessary virements to ensure sufficient funds for utilization.
  • Provides periodic reviews on charging of expenditure data to the correct accounts to ensure accurate utilisation of funds.
  • Payments
    • Oversees the daily invoices/JAVs for processing of payments to ensure that they are on time and in accordance with financial guidelines.
    • Engages Vital.Org, vendors and other stakeholders with regard to payments and invoices.
  •  Claims
    • Addresses issues on officers’ claim and attend to any payroll queries
    • Ensures proper verification of monthly mobile phone bills
    • Ensures verifications of Prolonged Meal Operations are done in accordance to financial guidelines and SOPs
    • Performs Finance Approver role for Meal Allowances (eFORMS)
  • Liaises with stakeholders in charge of procurement contracts and translate to accurate budgetary projections.
  • Liaises with AGD and Vital.org with regards to NFS@Gov and Pac@Gov accesses and roles to CNB officers (Includes initiation of e-learning).
  • Reviews monthly Security Exception Report to ensure the validity of all users and no conflicting roles in NFS@Gov.
  • Provides supervisory guidance to two Finance Officers.
  • Provides regular feedback to Finance Officers on their work performance and coaches them on areas of functional development to enhance their level of work competence.
  • Performs banking officer duties

Job Requirements:

 The Job Holder should:

  • Preferably a Degree in areas of Finance, Accountancy and Statistics
  • Have preferably at least 1 year of finance-related experience
  • Preferably be familiar with Government financial procedures and central accounting systems (NFS and PAC@GOV). Experience with IAS2 will be an advantage.
  • Be meticulous, independent, assertive, able to work under pressure, and meet tight deadlines
  • Possess critical thinking, analytical, problem-solving and decision-making skills
  • Have good interpersonal skills and able to engage and communicate with key stakeholders at all levels
  • IT savvy and competent in Microsoft applications, in particular Microsoft Word and Excel
  • Be able to lead and work well in a team.
  • Able to write and communicate effectively

     

You will be placed on the Home Affair Senior Executive (HASE) Scheme, 2years contract.
