Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.

CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.

Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

The Institute for Public Sector Leadership (IPSL) develops a pipeline of leaders for the Singapore Public Service through an integrated suite of milestone programmes. Based on the priorities of the Singapore Public Service and its operating context, we assess what interventions in the milestone programmes would best support our participants. Our suite of programmes, delivered at key junctures of a public officer’s career, focuses on leadership development, public governance and public service ethos.

We are looking for a member of the IPSL programmes team, who is passionate about understanding and meeting the learning needs of Public Service leaders. In particular,  

  • You are confident and savvy in working with partners and key stakeholders within and outside the Singapore Public Service to identify the learning needs of participants of IPSL milestone programmes.

  • You are innovative in shaping the curriculum, designing and delivering suitable learning interventions for IPSL milestone programmes.

  • You are able to create rich opportunities for learning when facilitating discussions and learning activities in IPSL milestone programmes.

  • You are analytical in evaluating the effectiveness and impact of the learning interventions delivered, and providing recommendations for improvement.

  • You are resourceful in managing the resources and business processes that support the effective delivery of IPSL milestone programmes.

Job Requirements:

  • A keen interest and sound knowledge of governance and policy issues is essential. Public sector experience in a strategy or policy role would be an advantage.

  • Able to work both independently as well as in a team in a fast-paced environment.

  • Highly motivated, adaptable and resourceful with a drive for excellence.

  • Strong interpersonal skills and able to engage a diverse group of stakeholders.

  • Strong critical thinking skills, intellectual curiosity, a sense of imagination and creativity.

  • Strong written and verbal communication skills.

  • Strong project management skills.

  • At least 2 years’ experience in training and development, learning design or related fields. In-class room training/facilitation, information design and/or digital learning experience would be an advantage.
