Purpose of job:

 

A core industry of Singapore tourism, Cruise is the fastest growing segment in the travel and leisure space. Asia is leading the way with a year-on-year increase of 20%, with Singapore reaping a 17% rise in passenger throughput in 2017. To harness this potential, STB is keen to strengthen Singapore’s competitiveness through an effective regulatory regime for the cruise terminals in Singapore. STB is looking for a motivated individual to help refine the regulatory regime to ensure it remains relevant and conducive to the growth of cruise terminal operations, and supports future industry needs.

This new role involves developing and implementing an economic regulatory framework in relation to price, service, berth allocation and any other related regulatory matters.

 

Main Responsibilities:

The successful candidate will play a key role in developing regulatory instruments, effecting legislative amendments and overseeing the regulatory regime for cruise economic regulation for terminal operations.

Responsibilities include:

  1. Reviewing and implementing changes to price and service regulation, and berth allocation policy to ensure relevance to the industry;
  2. Monitoring the cruise terminal operators’ service levels and ensuring compliance with the regulated standards;
  3. Monitoring terminal operators’ management of cruise berths and handling of berth applications to ensure compliance with the berthing policy;
  4. Monitoring and researching international regulatory developments in cruise terminals and other passenger related industries; and
  5. Reviewing, formulating and implementing effective regulatory processes.

 

Requirements:

  • Candidate must be self-motivated, driven, resourceful and a good team player 
  • The candidate must have the ability to engage internal and external stakeholders, across different level of seniority 
  • Be adaptable in evolving landscape, and demonstrating good problem solving skills 
  • Knowledge of economic concepts applied in regulation and familiarity with regulatory approaches in other industries 
  • Good project management skills
  • Strong analytical skills 
  • Excellent verbal and written communication skills 
  • Experience in economic regulation, government public policy development 
  • At least 8 years of work experience with at least 6 years proven experience in economic regulation
