The Institute for Public Sector Leadership (IPSL) develops a pipeline of leaders for the Singapore Public Service through an integrated suite of milestone programmes. Our suite of programmes, delivered at key junctures of a public officer’s career, focuses on leadership development, public governance and public service ethos.

We are looking for an Assistant / Deputy Director who is passionate about understanding and meeting the leadership needs of Public Service leaders. You will work with the IPSL Director to provide strategic and operational oversight to IPSL as an institute. In particular, you will:

  1. Guide the conceptualisation, development and execution of the various IPSL programmes, especially in the areas of content and design, so that they meet the learning needs of participants, and the concerns of key stakeholders.
  2. Engage and build relationships with the wide range of stakeholders IPSL works with. These include other departments within CSC to co-design and co-deliver our programmes and developmental interventions, and external stakeholders (including Public Service leaders) as clients, stakeholders or resources persons of IPSL.
  3. Ensure that the systems and process that support IPSL’s operations are effective and efficient through the initiating and managing of appropriate improvement and maintenance efforts.
  4. Cultivate and sustain an effective IPSL team in terms of culture, morale and talent that has the capacity to delivery on IPSL’s strategic objectives.
  5. Ensure that IPSL is kept on the cutting edge of its work by keeping abreast of advancements in learning design, issues in governance, etc. and challenging IPSL’s ways of doing things.

Job Requirements:

  • Experience in and exposure to the workings of the Public Service; a keen interest in policy and governance issues is essential.
  • Practical knowledge and skills in programme design and development
  • Experience in leading teams to consistently achieve results, even in demanding circumstances
  • Able to operate effectively in ambiguous or complex environments, by probing and making sense of the information available
  • Builds strong networks and partnerships with others to meet shared objectives
  • Intellectually curious and identifies future possibilities and how to translate them into reality
