General Objectives

Education Innovation is a transformative project for the Social Service Institute, which aims at developing capabilities of the workforce through innovative pedagogy and technology.

The Senior Manager/Manager provides the direction and implements the work plan strategy in the development, delivery and outcome measurement analysis of online and blended learning courses.   He/she works closely with key internal and external stakeholders.  The latter may include (but not limited to) e-content designers and developers, sector experts and practitioners, representatives from University Partners, SkillsFuture Singapore and the Ministry of Social and Family Development. He/She champions technology enabled innovative learning practices and manages change in the internal teams towards adoption of alternate forms of learning.

He/she reviews the operating systems with internal stakeholders for continuous enhancements, for the purpose of work efficacy and productivity in the effort towards Education Innovation. 

Key Responsibilities and Activities

Partnership and Collaboration

  • Formulate partnership strategy and work plan to market and host online/blended learning courses
  • Develop plans where SSI will complement the expertise of Social Service Organisations and Knowledge Hubs by creating win-win proposition

Technology-Enabled Learning

  • Champion technology enabled innovative learning in the sector
  • Liaise and manage stakeholders from different organisations to integrate resources and technologies
  • Pilot innovation by enabling technology solutions in learning

Curriculum Design and Development of Blended Learning

  • Develop plans on the e-curriculum design and development using pedagogically sound principles, based on stipulated learning outcomes in accordance to guidelines set
  • Address feedback and clarifications in relation to e-curriculum design and development
  • Enhance existing e-curriculum continuous quality improvement

Engagement and Outcome Measurement

  • Implement in-house training programmes, online and offline awareness/engagement events for internal teams and Adult Educators, for continuous performance enhancement
  • Conduct on-going and post-course analysis using Kirkpatrick’s model of evaluation; and reporting of performance data, changing plans as needed
  • Implement continuous improvement actions based on post-course outcome measurement results
  • Manage LDI’s Education Innovation budget



  • Degree Holder in Education, Learning Innovation or Technology AND with Advanced Certificate in Training and Assessment or Diploma in Adult Continuing Education


  • Experience in Technology Enabled Learning approaches such as e-learning, blended learning and flipped learning
  • Experience in proposal writing, partnership engagement
