MOH’s responses to these challenges include preventing and managing the outbreak of diseases such as SARS and Influenza A (H1N1), designing a healthcare system that delivers care in an integrated and effective manner, growing the capacity and capabilities within the sector, and managing healthcare inflation.

As an MOH officer, you will be involved in formulating and implementing policies that guide Singapore’s healthcare ecosystem. You will work alongside a team with varied skills and backgrounds, but with the common goals of (i) promoting good health and reducing illnesses; (ii) ensuring that Singaporeans have access to good and affordable healthcare; and (iii) pursuing medical excellence. Your work will have far-reaching impact on the health and lives of Singaporeans.

You will be part of a finance team that manages the Ministry's budget, financial operations, procurement process and risk management of MOH grants. In your role as SAD (Finance & Procurement), you are required to oversee the Financial control & reporting and Procurement teams, in the following areas:

  • Review MOH finance and procurement policies and processes to align with Government IM requirements and to balance between controls & compliance and efficiency considerations
  • Partner MOH Divisions and Agencies to support them to achieve business objectives, while complying with policies and procedures  
  • Manage MOH’s financial and procurement operations and reporting efficiently and effectively
  • Drive Public Sector Transformation initiatives, by leveraging emerging technologies, data analytics and process design to generate business insights and optimise operational efficiency.


  • Degree, preferably in areas related to Finance;
  • At least 8-10 years of experience in finance and procurement, preferably in public sector;
  • Strong analytical and writing skills, and meticulous;
  • Strong communication skills and self-motivated;
  • Able to work both independently and as a team;
  • Able to collaborate and partner well with business divisions;
  • Experience in leading and managing a team; and
  • Experience in leading strategic initiatives and analytics.
