The Ministry of Health’s (MOH) vision is to champion a healthy nation with our people – to live well, live long and with peace of mind. As an open country constantly exposed to an interconnected world, Singapore faces complex issues in public healthcare. MOH constantly grapples with new challenges brought on by an increasingly globalised world, a rapidly ageing population and rising expectations. MOH’s responses to these challenges include preventing and managing the outbreak of diseases such as SARS and Influenza A (H1N1), designing a healthcare system that delivers care in an integrated and effective manner, growing the capacity and capabilities within the sector, and managing healthcare inflation.

As an MOH officer, you will be involved in formulating and implementing policies that guide Singapore’s healthcare ecosystem. You will work alongside a team with varied skills and backgrounds, but with the common goals of (i) promoting good health and reducing illnesses; (ii) ensuring that Singaporeans have access to good and affordable healthcare; and (iii) pursuing medical excellence. Your work will have far-reaching impact on the health and lives of Singaporeans.


Drive, formulate and apply behavioural insights (BI) and design methodologies as part of an innovative team to enhance the effectiveness and human-centricity of MOH’s policies, programmes and services to support MOH’s vision of championing a healthy nation with our people – to live well, live long and with peace of mind. This includes

  • Partnering MOH divisions to drive/support projects which require these areas of expertise (e.g. in identifying and developing relevant BI and interventions in line with MOH’s vision and thrusts, evaluation of BI interventions, in user research and testing, design methods, prototyping for re-design of policies and services etc.),
  • Building up MOH-wide expertise and capabilities in BI and design methodologies within MOH, starting with yourself as the key expert, and
  • being an advocate and champion for the usefulness and relevance of BI and/or design methodologies in MOH



  • Relevant training, preferably in at least one of the following disciplines: behavioural psychology / economics, sociology, statistical/experimental methods, Design Thinking (DT), User Interface / User Experience Design (UI/UX), Human-centred Design, Sociology or Qualitative Analysis (QA).
  • Ideally with at least 2 – 3 years of relevant private/public sector experience in designing and implementing user experience solutions incorporating DT/QA or UI/UX methods, and/or applying BI to policy areas, experience in experimental design and/or conducting of randomised controlled trials etc
  • Passion and interest in healthcare, and in improving policies and processes to deliver better human-centric outcomes for Singaporeans
  • Strong inter-personal skills, able to engage diverse stakeholders, and enjoys working in a team
  • Strong analytical skills, open-minded, enjoys creative problem solving and collaborating with others to develop creative solutions to challenging/complex problems
  • Good project management skills
