Description of Division/Branch

The Finance and Facilities Division (FFD) is responsible for the financial matters, financial stewardship, procurement management and general administration in the Ministry.

Brief description of Job Scope

The Senior Executive/Assistant Manager (Procurement) provides direction to line divisions for procurement operations and ensures that procurement practices are sound, effective and aligned with MSF policies and processes.

Responsibilities

Reporting to the Procurement Manager, you will be part of a dynamic team that will be involved in the management of the Ministry's procurement. Your primary duties will involve the execution of procurement operations such as calling of quotations and tenders for goods and services requested by the Divisions using the Government Electronic Business System (GeBiz). You will also be working with Divisions to develop appropriate procurement approaches to achieve effective procurement as well as provide support and professional procurement advice to ensure compliance with policies and processes. You will also be required to review internal procurement policies, collect and manage procurement data/information and translate them into reports for management reporting.

Requirements

Functional/Technical Competencies

  • 3 years of relevant work experience
  • Experience in public sector procurement
  • Familiarity with GeBiz operations and calling of tenders eg. ITQ/ITT

  • Effective interpersonal and communication skills
  • Resourceful, pro-active and highly driven individual
