As an Engineer (Discharge Quality) for the Water Reclamation (Network) Department, you will manage the quality of used water discharged from upstream factories and which will be used for the feedstock to the water reclamation process. In your work, you will work together with personnel from within the Department and also personnel from the water reclamation plants and water recycling plants. Your main roles and responsibilities include:

  • Plan and execute Department’s surveillance and enforcement programme to ensure factories and eating establishments comply to the prevailing legislations. Programme includes planning source control of discharge by factories eating establishments, administrate investigation and enforcement actions, create public awareness and education for stakeholders and build manpower competence and technologies capability. 
  • Manage work process to review any Written Approval application to access factory’s risk profile and its trade effluent discharge into the sewers.
  • Manage work process to carry out investigation on any factory who contravene an offence in prevailing legislations and to recommend appropriate enforcement action
  • Manage work process to carry out public education initiatives to target various stakeholders
  • Manage work process to operate and maintain sewage treatment plants
  • Administrate provisions under Sewerage & Drainage Act and its Regulations namely Trade Effluent Regulations and the Composition of Offence Regulations; include review and propose amendments to legislations to address emerging needs.
  • Lead teams of Assistant Engineers to investigate causes of any illegal discharge episode
  • Lead team of Assistant Engineers to investigate causes of flow blockage in sewers due to grease encrustation
  • Lead teams to spearhead and manage technological and safety related projects to safeguard used water resources  

**Candidate with more relevant years of experience can be considered for Senior Engineer position


  • Degree in Civil/Environmental/Electrical/Mechanical Engineering, or equivalent
  • Possess analytical and inquiring mind, is independent and also able to work as a team, result-oriented and self-driven personnel with good interpersonal communication skills
  • Able to work under pressure and tight deadlines
