The Sector Planning and Development Division works with partners in the social service sector on the overall strategy, plans and capability building for the sector at a macro level.

You will develop, drive, and review develop initiatives to raise professional and leadership capabilities in the social service sector.

Your key responsibilities would include:

  • Review and build on the Industry Manpower Plan for the Social Service Sector to effectively resolve manpower issues and close capability gaps in the sector;
  • Drive initiatives aimed at developing capable leaders for the social service sector (e.g. Sun Ray Scheme, LEAD Milestone Programmes, Social Service Scholarship, Skills Framework for Social Service);
  • Develop and implement alternative manpower solutions for the social service sector (e.g. hub-and-spoke models such as the Community Psychology Hub, job redesigns to reduce intensity of manpower usage in the sector);
  • Identify emerging skills and knowledge needed in the social service sector to develop longer term plans for capability development in the sector; and
  • Facilitate collaborations with partners and stakeholders [e.g. Voluntary Welfare Organisations (VWOs), Institutes of Higher Learning) to enhance manpower development for the sector.

You will be expected to propose well-thought through changes to improve the design and implementation of policies and schemes. This portfolio provides good exposure to both policy-level as well as operational decision-making, and opportunities for frequent engagements with partners and stakeholders within and outside of the ministry (e.g. National Council of Social Services, VWOs).

Competencies required:

Functional/Technical Competencies:

  • Tertiary education with preferably at least 2 years of relevant work experience and a keen interest in the social service sector.
  • Experience in working with statutory boards, VWOs and private sector companies will be advantageous.
  • Previous experience/knowledge in social service sector/human resources/branding/marketing will be an advantage.

Generic Competencies:

  • Strong analytical, systems-thinking and conceptualisation skills.
  • Proactive and able to exercise flexibility when problem-solving to get the best possible outcomes.

Behavioural Competencies

  • Independent worker and able to learn fast on the job.
  • Strong interpersonal skills; comfortable working with people of all levels and able to build winning relationships with partners from within and outside the organisation.
