Community Justice & Tribunals Division

The Community Justice & Tribunals Division of the State Courts presently manages the Small Claims Tribunals, Employment Claims Tribunals and the Community Disputes Resolution Tribunals, each of which has specific roles and functions as set out in their respective legislation.   


Assistant Registrar (Community Justice & Tribunals Division)

As an Assistant Registrar, you will determine at the pre-trial conference or the case management stage if claims have been properly brought before one or more of these Tribunals and facilitate discussion between parties with the objective of assisting them to reach an amicable resolution, where possible. You will assess the claims, identify the legal and factual issues, decide on applications, make directions and schedule cases for hearing before a tribunal and issue appropriate orders to parties in accordance with the law. This is a judicial function and a gazetted appointment. In addition, you will also be assigned projects and initiatives to improve the delivery of justice at the Tribunals.


Referee (Small Claims Tribunals)

As a Referee, you will hear and adjudicate cases involving parties who are litigants-in-person at the Small Claims Tribunals (SCT). The SCT established on 1 February 1985 form part of the State Courts of Singapore and provide a quick and inexpensive forum for the resolution of small claims, via the CJTS, an electronic online case filing system. Such cases include contractual disputes for goods and services, tenancy disputes and tort claims relating to property damage. This is a judicial function and a gazetted appointment.  Other than adjudication, you will also be involved in projects to improve the delivery of justice at the Tribunals.



· A Qualified Person as defined in the Legal Profession Act (Cap 161)



· 1-3 years working experience in the legal sector 

· For Referee (SCT), the experience should be in civil litigation work. Candidates who have been practising as an advocate and solicitor in civil practice would have an advantage. For Assistant Registrar (CJTD), relevant working experience in mediation would be an advantage.

· Exercises sound judgment in decision making

· Some working knowledge of current and best practices in organisational development and change  management would be an advantage


The successful candidate will be appointed under the extended Management Executive Scheme on a two-year contract.
