Based on organisational needs, your competencies and interest, you will be deployed to the following division:

(i) Office of the Public Guardian (OPG)
(ii) Family Services Division (FSD)
(iii) Family Support Division (FSP)

 

(i) Office of the Public Guardian (OPG)

You will be part of the team which works towards safeguarding the dignity and interests of individuals who lack mental capacity, and encouraging citizens to pre-plan and apply for a Lasting Power of Attorney (LPA).  You will also support the Public Guardian in carrying out her functions.

You will be exposed to large scale operational work in regard to the LPA registry as well as supervision and investigation work (S&I) to protect the interests of those who lack capacity (“P”).

You will be involved in the following:

a) Supervision of court-appointed deputies, including: 

  • Maintain a register of court orders appointing deputies;
  • Monitor and ensure timely submission of annual reports by deputies;
  • Review deputy reports to check compliance with court orders, whether deputies have acted in the interest of P and that P’s wellbeing and finances have been accounted for;
  • Follow-up with deputies for clarification and/or rectification where necessary; and
  • Recommend and take appropriate actions against errant deputies, which may include court applications to suspend or revoke deputyship.                                                               

b) Investigation of alleged abuse of P, including:

  • Interviews and information checks with complainants, alleged perpetrators and relevant parties;
  • Where necessary, recommend and take appropriate actions against the perpetrators. This may include making court applications to suspend/revoke their appointment as P’s proxy-decision makers and appoint Deputy of Last Resort to protect P. It would involve working with MSF’s Legal Services Unit, Attorney-General’s Chambers and others to prepare court papers and coordinate between the parties.

 

(ii) Family Services Division (FSD)

You will be part of the team that administers a range of family services to encourage formation of families and to strengthen families.  You will oversee the implementation and administration of the Baby Bonus Scheme and the Government Paid Leave Schemes, the Registry of Marriages, and the operations of the Social Development Network, all of which support PMO-SG’s marriage and parenthood policies.

 

(iii) Family Support Division (FSP)

You will be part of the team which develop, implement and evaluate services and programmes to strengthen marriages, parenting and families with early risks. You will also assist in building professional capabilities. 

 

OPG and FSD offer an excellent opportunity to hone your skills for large-scale operational processes, risk governance, and programme implementation, while FSP offers opportunities to design impactful interventions to help families.

 

Competencies Required

Technical/Functional Competencies

  • Tertiary education, preferably in social work or financial accounting
  • Strong analytical skills
  • Systematic and organized, with an aptitude for managing systems and processes

Generic Competencies

  • Good inter-personal skills working with people-sector, public and private sector partners.
  • Self-driven and meticulous
