NCSS is a statutory board and an umbrella body for some 450 member social service organisations in Singapore. Job Summary:

To develop, co-create and lead responsive, relevant and effective programmes to meet community needs for the disability sector.


Job Responsibilities:

1. Shape the Social Sector Landscape

- Review and identify gaps in service landscape by analysing trends and needs of service users in the disability sector.

- Work with Government agencies, Social Service Agencies and other relevant bodies to improve policies and address the interests of services users where appropriate.

- Provide support in the formulation of overall strategic directions for services in the disability sector.

2. Grant management

- Assess funding proposals of new programmes or in the review and enhancement of existing programmes.

- Prepare and share regular performance analyses of social service programmes with relevant stakeholders for service planning and funding decisions.

3. Grow Effective Services 

- Manage, conceptualise, design and implement programmes to harness the support of the community and public, and facilitate the adoption of services and awareness of the disability sector.

- Provide service consultancy to Social Service Agencies in relation to service development and improvements.

- Work with service providers to develop and facilitate new programmes or manage existing ones to meet service gaps and the needs of persons with disabilities.

4. Create Linkages Within the System

- Promote and develop close relations with Social Service Agencies and other relevant stakeholders through networks, visits and other appropriate means in order to build and share knowledge.

- Facilitate and promote inter-agency linkages, in order to better integrate services, promote person-centred approaches and highlight unmet needs.

5. Others

- Secretariat support and any other duties as assigned


Job Responsibilities:

- Degree in Social Work/ Social Sciences, Public Policy, Sociology/ Psychology or in any other related disciplines.

- At least 2 or 3 years work experience in social service sector.

- Management experience is a plus.
