The ComCare and Social Support Division (CSSD) oversees policy, operations policy and service development matters for low-income and vulnerable groups (Financial assistance, Child and Family support, FSCs, Eldercare, Homeless). Our division focuses on individuals or families facing financial difficulty, multiple needs or complex issues, with the aim of supporting them towards achieving stability and resilience.

The Intervention Strategy Branch, develops social service policies and intervention models to support vulnerable client groups effectively and works with service providers to operationalise service models and enhance relevant competencies and capabilities for Family Service Centres, Sheltered Homes, Senior Group Homes, Welfare Homes and Transitional Shelters.

 

You will lead a team to analyse policies for the low-income and vulnerable to drive and design operational policies and sector capability initiatives for Family Service Centres (FSCs) and programmes serving vulnerable families.

Responsibilities:

  • Analyse and adapt current policies for the low-income and vulnerable into clear, well defined services for the sector.
  • Support and drive interagency and inter-division work on services and programmes for the low-income and vulnerable in the family services sector to strengthen client outcomes.
  • Assess and synthesise diverse data sets and ground insights to strengthen professional standards and service management of the FSCs by holistically assessing and developing required competency and training to equip the sector in achieving the right client outcomes.
  • Develop and refine planning / development norms for future family services in partnership with key external and internal partners to ensure adequacy of support for the low income and vulnerable.
  • Establish and refine clear operational guidelines and referral protocols to support convenient, co-ordinated and comprehensive service delivery.

 

Requirements:

Functional/Technical Competencies:

  • Tertiary qualification in social sciences or a related discipline.
  • Relevant working experience multi-agency, multi-disciplinary work in policy / programme reviews and/or operational policy work.
  • Proven proficiency in data analysis and stakeholder engagement.
  • Keen interest in operations policy and service issues.
  • Passion to serve the vulnerable group.
  • Supervisory experience of 1 – 3 years.

Behavioural Competencies:

  • Strong communication skills through good writing ability and engagement skills.
  • Strong team player.

Generic Competencies:

  • Ability to think analytically with a keen eye for detail.
