Manager (Logistics Planning) is responsible for the development and review of ministry-wide logistic plans and policies.

 

QUALIFICATIONS

  • Tertiary qualification with at least 3-4 years of working experience
  • Relevant experience in logistics related areas will be preferred; 
  • Preferably have knowledge of project management and logistics business models;
  • Have keen interest in process-related development such as Business Process Engineering, workflow documentation or benchmarking;
  • Possess excellent communication skills; and
  • Able to work with diverse groups of officers from different organisation and reach common consensus.

 

PRINCIPAL ACCOUNTABILITIES

The main accountabilities are:

  • Develop and review ministry-wide logistics plans and policies;
  • Coordinate and prepare Joint Logistics Directorate/PLD annual workplan;
  • Identify initiatives that could be implemented across HTLDs for better operation efficiency and cost effectiveness;
  • Spearhead cross-Home Team Logistics projects;
  • Plan and coordinate cross departments collaborations/projects;
  • Analyze key logistics information and develop proposals for decisions;
  • Secretariat for the EVC Best-Sourcing Cluster, including updating the Best-Sourcing manual and MHA knowledge platforms to be in-line with Industry and Government’s best practices.
  • Provide consultation to Home Teams in Supply chain management and during the pre-AOR phase
  • Core team member in Joint Logistics Transformation Office to drive Strategic Partnerships in the area of Home Team Logistics 
  • Oversee and report logistics expenditure across HTDs;
  • Monitor the progress of the Economy Drive (ED) logistics projects and coordinate with the project teams/Collaborative Commodity Teams to share and update projects status;
  • Prepare report and progress updates on Logistics and Best-sourcing initiatives;
  • Monitor audit findings related to MHA logistics, highlight and track follow up actions;
  • Oversees the administrative arrangement of the secretariat role for the Procurement & Logistics Co-ordination Committee (PLCC). This committee is chaired by SD/PLD and Home Team Departments Directors Logs/Corporate Services and held monthly.

All new appointees will be appointed on a two-year contract in the first instance.
