Early childhood is a key priority area for the Government. You will be joining the Early Childhood Development Agency (ECDA) at a time when the sector is undergoing significant transformation, and you will be working on fast-moving issues with multiple stakeholders. ECDA is an autonomous agency under the Ministry of Social and Family Development, with both strategic policy and operational functions. As a member of the Policy Unit in ECDA, you will join a cohesive team that drives improvements across the early childhood sector. You will have a unique opportunity to experience and understand how policies translate in implementation, and to work closely with the sector and our operational departments to understand operational realities.

You will be exposed to the breadth of ECDA's functional areas. These include professional development and training, sector funding and subsidies, partnerships and programmes, manpower planning and development, legislation and enforcement, infrastructure master-planning, child development and early childhood intervention. You will develop domain expertise in one/some of these functional areas, in close collaboration with our operational departments.

This role focuses on child development issues especially for children from less advantaged backgrounds. You will lead in developing and reviewing policies and programmes to strengthen early childhood development and support for children. This includes research, strategic engagement of stakeholders and impact/outcome evaluation. You will also have the opportunity to support inter-agency efforts to look into uplifting children from vulnerable backgrounds.

Requirements:

Functional/Technical Competencies

  • 2 – 3 years of relevant experience in reviewing and implementing policies
  • Excellent written and communication skills to present views clearly and persuasively
  • Basic data analysis skills

  • Team work and stakeholders’ engagement
  • Proactive and able to work independently

Generic Competencies

  • Inquisitive mind with strong analytical capabilities
