The People Operations & Systems team (POS) sits within the People & Organisation Group of GovTech, and leverages technology and operational expertise to provide high-quality, efficient and customer-centric HR services in response to business needs. 
 
We are currently seeking a People Operations Manager to manage all People Operations matters, covering Recruitment Operations, People Business Partner Operations Support, Talent Operations and General Administration. You will be expected to provide guidance and supervision to the People Operations team of 9 executives, mainly comprising staff of our outsourced partner (vendor). You will work in partnership and close collaboration with other members of the POS team, as well as our People Business Partners and Centres of Excellence (Rewards and Talent teams) to achieve the deliverables of the People & Organisation Group. 
 
You will report to the Assistant Director, People Operations & Systems (POS), with matrix reporting to the incumbent People Operations Manager, who will be mostly working on a key project during the duration of the 1-year contract. 
 
What to Expect:
  • Drive organisational excellence through the management of HR processes throughout the Employee Life Cycle from on-boarding to exit
  • Review and propose enhancements in work processes to enhance the team’s work effectiveness, efficiency and accuracy
  • Ensure high standards of service delivery to the various stakeholders in the organisation
  • Support the implementation of new policies, programs and initiatives for the Group by providing operational and tactical implementation expertise and execution
  • Uphold good data management practices by maintaining accurate and up-to-date employee records captured in the HR systems, and uphold regulatory, compliance and policy standards
  • Induct and stabilise a new team of outsourced partners to deliver the People Operations portfolio 
  • Participate in and support the organisation’s transition to a new Cloud-based HR system
  • Support talent acquisition reporting, dashboarding and other types of reporting requirements 
  • Support the procurement process for HR goods and services under the scope of People Operations
  • Manage the program for the recruitment of temporary maternity cover for GovTech  
How to Succeed:
  • Bachelor’s Degree in Human Resource, Business Management or equivalent
  • Minimum 8 years of relevant working experience, with at least 3 years’ in a HR Operations or Shared Services supervisory role
  • Technologically-savvy with good knowledge of SAP HR 
  • Experience with market-leading Cloud ERP systems will be an added advantage
  • Vendor management experience
  • Agile and comfortable working in a fast-paced environment 
  • Able to multi-task and handle high volume work with quick turnaround
  • Meticulous and careful
  • Strong in forward-planning and anticipating issues before they arise
  • Good written/verbal communication skills and the ability to collaborate across teams
  • Good problem-solving abilities with a boldness to innovate
