The Training and Competency Development Division (TCD) is MHA’s staff authority for major and cross-cutting Training and Learning (T&L) issues. It is responsible for supporting senior management in charting the overall strategic direction for Home Team (HT) training policies and resource development. The Division is also tasked to provide clear, coherent and centralised frameworks for competency development in cross-cutting HT skills, and correspondingly, work with HT stakeholders (particularly in training and manpower) to design actionable implementation roadmaps.

The job holder will develop and implement training excellence and outcome measurement frameworks to assess the health of HT T&L ecosystem, measure how T&L efforts translate to organisational results and evaluate outcomes from training investments. These outcome measurements could include global and local benchmarking efforts, implementation of a Training Institute Excellence Model and an annual State of Learning Report, and they should form a meaningful learning reporting strategy for the HT.

Job Scope

  • Develop a meaningful learning reporting strategy.
  • Formulate training excellence as well as outcome measurement frameworks and models.
  • International and local scans for new and emerging trends in T&L and for benchmarking.
  • Assess and implement (where relevant) evaluation methodologies.
  • Optimise learning data and analytics.
  • Develop channels for ground sensing of learning needs and feedback.
  • Determine current state of Training Institutes and implement the Training Institute Excellence Model, contextualised to the HT’s operating environment.
  • Ensure an iterative process and regularly review the Training Institute Excellence Model to institutionalise a continuous cycle of development and growth. 
  • Determine areas of resource constraints, champion Training Institutes’ needs, and identify areas in which training resources could be shared to leverage synergies.
  • Work with HT Training Institutes on interventions and solutions to enhance excellence, and ensure regular monitoring and oversight of implementation plans.
  • Develop HT-wide policies and strategies to drive training transformation in line with desired standards and outcomes from the institute excellence model.
  • Joint-Secretariat for T&L platforms organised by TCD.
  • Plan and organise engagement sessions for the leadership tier of the T&L community.

Job Requirements

  • Tertiary education in any discipline.
  • Good knowledge of trends and issues in T&L preferred.
  • Interest or experience in developing organisational standards and business processes.
  • Excellent oral, written, presentation and interpersonal skills, including experience in secretariat duties.
  • Excellent public relations, facilitation and negotiation skills to network and communicate with various stakeholders in the HT and external partners.
  • Five years of work experience.
  • Strong analytical, organisational, managerial and networking skills.

All new appointees will be appointed on a two-year contract in the first instance.
