The ComCare and Social Support Division (CSSD) oversees policy, operations policy and service development matters for low-income and vulnerable groups. This includes Financial Assistance policies; Children and Family support policies, including Student Care, Family Services; and social support for vulnerable elderly, the homeless and destitute persons. The division focuses on individuals or families facing financial difficulty, multiple needs or complex issues, with the aim of supporting them towards achieving stability and resilience. 

The Children and Family Support Branch, develops national policies, social service policies, and intervention models to support low-income and vulnerable families and children effectively. The branch also works with service providers to operationalise service models and enhance relevant competencies and capabilities of these initiatives and programmes, for e.g. Family Service Centres. 

The Senior Manager will report to the Deputy Director, and lead project teams to develop, review service policies, design intervention approaches related to the Family Service Centres (FSCs) which caters to low-income and vulnerable families. 


  • Review and develop service strategies and policies for FSCs and programmes serving the low-income and vulnerable families. 

  • Assess emerging needs and trends affecting the social stability and functioning of vulnerable families, and recommend strategies to strengthen existing services to be better prepared in meeting these needs. 

  • Develop and pilot new intervention models/approaches through study of progressive service and resourcing models to drive the right client outcomes 

  • Staff inter-agency reviews and studies related to the social service policies and services for vulnerable families. 

  • Work closely with stakeholders, including MSF divisions overseeing policies and upstream programmes for early-risk to at-risk to in-risk families, as well as regular networking with key partners in the family services sector.   



Functional/Technical Competencies: 

  • Tertiary education in social sciences or a related discipline. 

  • Relevant multi-agency, multi-disciplinary work experience in policy/programme reviews. 

  • Proficient in policy, planning and inter-agency stakeholder/sector engagement.  

  • Passion to serve the vulnerable group. 

  • Supervisory experience in managing project teams at 2 to 3 years. 

Behavioural Competencies: 

  • Good communication skills through good writing ability and engagement skills. 

Generic Competencies: 

  • Good analytical skills and sense of perspective to formulate, translate and execute plans and policies that help the vulnerable groups
