NCSS is a statutory board and an umbrella body for some 450 member social service organisations in Singapore. Our mission is to provide leadership and direction in enhancing the capabilities and capacity of our members, advocating for social service needs and strengthening strategic partnerships for an effective social service ecosystem. Since 1992, NCSS has taken over the functions of the former Singapore Council of Social Service (SCSS) and Community Chest of Singapore.

Job Summary

Formulate, develop and test evidence-informed and innovative ideas/solutions that will drive the social service sector to achieve greater impact and be future-ready. The job involves sense-making data presented by the research team, gathering overview of resources and ideas, engaging stakeholders, developing solutions and strategies and piloting and evaluating solutions.

This position requires the individual to be creative, aware of trends in different sectors and the ability to connect the dots along with experience or skills in business development, communication and project planning and management.


Key Responsibilities

  1. Drive strategy development projects.
  2. Gather, analyse and make sense of different sources of data and information.
  3. Translate strategies into implementation plans.
  4. Develop and write strategy plans
  5. Present and communicate strategies to various audiences.
  6. Convene and negotiate with 3P sectors to formulate strategies and roadmaps.
  7. Share strategies with diverse audiences such as government leaders, activists, public, Social Service Organisations & media, and craft communications angle and messaging (website updates, social media, collaterals, speeches, press releases, etc.)
  8. Keep up to date with latest developments in sector developments, and all other aspects related to the work through continuous learning, and bring relevant tools and solutions back to help NCSS build a more progressive sector.



  • Degree or post-graduate degree in business, public policy, social sciences, economics, or other relevant disciplines.
  • Preferably a minimum of three years’ experience in strategy development or management position in social service organisations/sector.
  • Have worked independently in managing projects/designing strategies.
  • Experience with social issues will be preferred.
