The Disability Office (DO) formulates and reviews policies and programmes relating to Persons with Disabilities (PwDs) and caregivers. DO works with stakeholders to implement the recommendations of the Enabling Masterplan. DO works closely with the SG Enable, which is an agency set up by MSF that is dedicated to help PwDs live an independent life.


Brief description of Job Scope:

The job scope involves reviewing and refining the range of options in the adult PwD landscape to support adult PwDs in maximizing their potential and/or their quality of care.



  • Review and formulate policies, legislative frameworks, and programmes to address the care and support needs of adults with disabilities both in the community and residential settings
  • Evaluate service gaps, identify service needs, develop new care models and plan the supply of services
  • Conceptualise pilot projects and new initiatives, as well as securing the resources required for its implementation
  • Set up the evaluation framework for outcome measures for pilot projects, and study the feasibility of scaling up such initiatives at a national level
  • Work with government agencies in identifying emerging trends and opportunities for persons with disabilities


Competencies required:


Functional/Technical Competencies

  • Tertiary education in any discipline with at least 3 years of relevant working experience
  • Enjoy working with large amount of data and information
  • Equipped with the know-how in service planning, such as supply and demand projections, site planning, drafting budget papers, drafting service models, programme evaluation etc.
  • Able to manage tight timelines and deliver outcomes in a fast paced working environment
  • Candidates who have experience working in policy divisions and units are preferred

  • Team player, resourceful and exercise initiative at work
