The Plans & Strategy’s role is to prepare the STG for the future by ensuring that our strategic plans are informed by a comprehensive analysis of challenges, opportunities and priorities. The Resources Plans & Organisation oversees the allocation and management of resources in Budget and Manpower, to effect these strategic plans.

 

The job-holder has to understand the Home Team’s operating context, challenges and constraints. The Home Team is undergoing a major transformation of our Science & Technology (S&T) resources. The work environment is constantly evolving as we continue to restructure and build new processes. Therefore, the job holder must be adaptable, dynamic and have the tenacity to push through new changes.

 

Senior Management of STG works closely with Plans & Strategy and the allocation of resources is a key agent to drive changes and shape behaviour. The job-holder will have to develop strategies and plans for allocation and trade-offs in resources across STG. This involves evaluating resource requests, developing principles, norms and an acumen for assessment over time. The objective is to provide sound recommendations on the relative importance of requests which are competing for a very limited pool of resources. This will also involve arbitrating and/or mediating between different parties with divergent interests in the process.

 

To do the above effectively, the job-holder has to maintain up-to-date records of our manpower establishment and budget resources. This requires meticulousness and close attention to detail while maintaining a wider perspective and an eye on the broader picture.

 

The job-holder will also work with multiple stakeholders to review STG’s multi-year project pipeline (immediate, mid-term and long-term) and the corresponding resource allocation plans for the development of capabilities at different timescales.

All new appointees will be appointed on a two-year contract in the first instance.
