The Contribution

  • Lead cross-divisional teams to review Public Library (PL) network-wide library services and operational value chains to seek improvements in service quality, operational efficacy and productivity

  • Lead cross-divisional business solutions development initiatives and scenario-planning exercises, and (re-) Design business process architectures that underpin the development and implementation of business solutions

  • Conduct diagnosis of problem areas in business processes and operational systems using specialised frameworks and tools such as Business Process Re-engineering, Agile and Lean methodologies to determine causes and opportunities for improvements

  • Design and lead cross-divisional teams in implementing trials/experiments to test hypotheses and theories based on research and data

  • Conduct foresight research and data analysis to design new operating models and conceptualise the application of technological solutions such as Robotic Process Automation (RPA) to address business challenges

  • Develop change management requirements to facilitate staff’s transition to new operating models, by organising and conducting learning journeys and co-solutioning workshops

  • Develop a detailed project plan to track the progress of all deliverables, perform risk management, as well as create and maintain comprehensive project documentation

  • Plan and drive engagement sessions with NLB senior management and various stakeholders on the review of PL systems and engage PL business users to co-create solutions and formulate new operating models

  • Structured knowledge management system for operations planning and development initiatives to support continuous improvement of PL operations and its transformation

Requirements

  • 5 to 6 years of relevant working experience 

  • Good knowledge of processes in public libraries with experience and keen interest in creating, thinking out of the box and being an architect of the future

  • Experience in organisational development, organisational culture and change management 

  • Ability to work and engage with a wide range of people from different groups and seniority

  • Experience in being a change agent to champion organisational changes

  • Strong project and people management skills. Must be able to function as a project leader as well as an individual contributor

  • Ability to interpret user (internal and external) needs and analyse/ interpret data with skills in data analytics, programming and RPA development

  • Possess a strong command of the English language, is effectively bilingual and has the capability to synthesise and present information clearly

  • Skilled and competent in organising thoughts with speed, communicating with clarity and impact, as well as articulating and presenting ideas clearly and persuasively

  • Thrives on being meticulous and a multi-tasker who can adapt and keep to tight timelines and sudden deadlines.

Successful applicant will be appointed on a one-year project contract.
