Job Description

  • Develop and establish a clear and theoretically sound point of view that guides leadership development approach and practice within the institute, and which ensures that it is cutting-edge, future-oriented and relevant for implementation. 
  • Offer expert advice to the College and larger Public Service on matters related to leadership and leadership development
  • Lead the design of CSC’s consultancy methodology/processes and ensure high quality standards in the delivery of LD solutions. The incumbent is recognized as a senior subject matter expert in the area of expertise within CSC and be a known industry expert to external stakeholders.
  • Build and strengthen LD and consultancy capabilities in the College, which includes facilitating the professional development of officers, establishing clear doctrines to anchor LD practice within CSC, and spearheading relevant research to ensure that the Institute/CSC remains at the leading edge of the practice field.
  • Engage strategically at the senior management level with other agencies to champion and strengthen LD and talent management capabilities in the Public Service. This is done by collaborating with public sector agencies, academic institutions and thought leaders and forge long term relationships for CSC. These engagements will also contribute towards the cultivation and development of CSC’s external network of partners.
  • Be plugged in to the changing needs and priorities of the Public Service, where there are multiple stakeholders, multiple ongoing initiatives, increasing pace of change, and increasing demands with limited resources. As the challenges and work of the Public Service grow in complexity, the incumbent needs to keep pace with emerging needs, makes sense of the developments, and trend and facilitate the transformations through the depth and quality of the LD solutions and interventions. 
  • Manages the tension of meeting present/emerging leadership and LD needs in the Public Service, and driving transformation within the Institute to ensure future-readiness.

Job Requirements

  • At least 10 years of relevant experience in organizational development, talent and leadership development related work functions with mid to large organisations
  • Significant consultancy experience, working either internally or externally, and a proven track record in designing/developing and delivering LD interventions in large scale and complex organisations, which involve working in partnership with people at senior leadership levels (at the C-suite level) and across the organisation system
  • Preferably with at least 3 to 5 years direct work experience in the Public Service or working closely with Public Service agencies (coming with an understanding of the Public Service culture and context, as well as possessing relevant networks within the Public Service would be relevant for the role)
