Job Description

As a Manager/ Senior Manager, Operation and Readiness in the Safety, Security and Emergency Branch, you will be responsible for the planning, conduct and management of emergency training and validation for the Ministry.  You will also be involved and accountable for the audit of Education Institutions’ operational readiness as well as the management of emergency response plans during incidents and crisis situations.

Your key responsibilities include:

• Planning, developing and conducting emergency preparedness exercises and training on crisis management-related topics for officers in MOE Headquarters (HQ), schools, Institutes of Higher Learning (IHLs) and external agencies
• Leading and enhancing the overall operational readiness of stakeholders through audits, validations and assessments
• Guiding and advising HQ divisions, schools and IHLs in the development and formulation of their respective standard operating procedures, emergency and contingency plans and procedures to prepare them to handle an emergency or crisis
• Developing and communicating security and emergency plans, doctrines, procedures and processes to stakeholders
• Monitoring the situation in the environment during peacetime and assessing the potential impact on MOE and updating the situation picture for MOE where required
• Coordinating operations, incident and situation management within an operations center environment during incidents and crisis situations


• At least 3 years of experience in scenario planning and conduct of emergency training and exercises with proven instructional and training competencies
• Prior experience in inter-agency and intra-agency coordination and liaison work involving Ministries and/or government agencies would be an advantage
• A dynamic and highly motivated individual with strong leadership, communication and interpersonal skills
