The ComCare and Social Support Division (CSSD) oversees policy, operations policy and service development matters for low-income and vulnerable groups. This includes Financial Assistance policies; Children and Family support policies, including Student Care, Family Services; and social support for vulnerable elderly, the homeless and destitute persons. The division focuses on individuals or families facing financial difficulty, multiple needs or complex issues, with the aim of supporting them towards achieving stability and resilience.

The Children and Family Development Branch, develops national policies, social service policies, and intervention models to support low-income and vulnerable families and children effectively. The branch also works with service providers to operationalise service models and enhance relevant competencies and capabilities of these initiatives and programmes, for e.g. Family Service Centres.

The Deputy Director will lead a team to develop policies for the low-income and vulnerable families and children, to drive and design operational policies and sector capability initiatives for programmes serving vulnerable families.



  • Drive policy reviews and service planning for the low-income and vulnerable families and children to provide effective upstream intervention, developmental support and social intervention policies, schemes or services.
  • Translate strategies and policies into specific action plans for the branch, and evaluate the effectiveness of the strategy and policy implemented.
  • Develop effective working relationships with key stakeholders and partners, across divisions, ministries and social service agencies, and lead in communication/consultation of policies/schemes/services.
  • Build strong organisational capability of the branch through delegation, nurturing strong teams and creating a positive work environment with support for development.

Functional/Technical Competencies:

  • Tertiary education in social sciences or a related discipline.
  • Relevant multi-agency, multi-disciplinary work experience in policy/programme reviews, with some operational policy work experience.
  • Proficient in policy, planning and inter-agency stakeholder/sector engagement.
  • Passion to serve the vulnerable group.
  • Supervisory experience of 6 to 10 years.
