Established in 2001, the Health Promotion Board’s (HPB) vision is to build a nation of healthy people.

We aim to empower residents in Singapore to attain optimal health, increase the quality and years of healthy life, and prevent illnesses, disability and premature death.

To achieve this, HPB drives national health promotion and disease prevention programmes, spearheads health education initiatives and creates a supportive environment in Singapore where healthy lifestyle options are available and accessible for healthy living every day.

The Policy, Research and Surveillance Group is responsible for advancing the transformation of health promotion through the delivery of widely-owned policies and cross-cutting strategies that are strongly supported by an internationally-recognised base of evidence and intelligence. The Policy & Strategy Development Division is responsible for advancing policy solutions to strengthen preventive health measures, and create loci of topical expertise especially, in the areas of obesity control (food and physical activity) and substance abuse control (tobacco and alcohol). 
The successful candidate, reporting to Deputy Director, Policy & Strategy, will:
  • Formulate public health policies (eg. food or tobacco) supported by development of coherent and credible policy case, fostering of strategic alliances and well-articulated plans to guide implementation.
  • Serve as a scientific and current topical repository to inform, support and drive the potential of new food strategies
  • Lead the co-ordination of policy implementation and impact monitoring and evaluation through multi-stakeholder engagements and partnerships
  • Advance advocacy-driven health promotion and shape public opinion on emerging issues of public health through building collectivity in expert opinions and platforms for dialogues and knowledge exchange.
The ideal candidate should have:
  • Relevant qualification in Life Science, Social Science, Public Health or related discipline;
  • At least 5 years’ of experience in policy or strategy developmental roles.
  • Excellent interpersonal and engagement skills to influence and manage stakeholder relationships;  
  • Strong ability to communicate effectively at all levels;
  • Demonstrated analytical abilities to:
    • Work effectively in an environment that is highly matrixed, fluid and fast paced. 
    • Synthesise information, build strong narrative and distil ideas and concepts into concrete plans.
