Responsibilities

You will be part of a highly professional Grant Management team to develop and deliver grant programmes to achieve the Board’s strategic outcomes of providing equitable opportunities for the vulnerable groups, building a resilient society and enhancing quality of life of Singaporeans.  The Board manages a portfolio of grants straddling six sectors -  arts and culture, community development, education, sports, social service and health.

 

Your role supports the Board’s corporate goal of being a strategic and impactful grant maker and you will be involved in one or more of the following areas:

 

Policy & Research

  • Drive/support Tote Board’s future sensing efforts and conduct strategic research and analysis on strategies and positions on critical issues, working with data/statistics and adopt evidence-based approach, in support of grant policy formulation and fund management decisions. 
  • Design and implement grant management policy frameworks or guidelines. 
  • Conduct strategic reviews, portfolio or programme reviews, keeping abreast of issues or policy changes. 
  • Drive the Division’s corporate planning activities.
  • Manage the Division’s enterprise risk management framework, and take part in the design and implementation of appropriate compliance & governance initiatives.

 

Development & Partnerships

  • Conduct sector analysis and draw on business insights to identify gaps and needs in sectors/areas.
  • Design and develop strategic initiatives, which include convening and forging partnership and collaborations, programme ideation, design and funding, as well as implementation.
  • Assessment and analysis of funding applications or reviews, and recommendation for decisions.
  • Manage and monitor implementation of projects and programmes funded, analysis of their outcomes and impact, report and work closely with grantees and partners to course correct where relevant, to drive results and achieve desired objectives.
  • Work across teams to ensure grant governance and controls as well as budget planning and management.

 

Compliance & Systems

  • Develop and implement grant compliance and governance framework, guidelines, systems and processes.
  • Work across teams to monitor performance and progress of grants.
  • Manage grant disbursements and administration activities.
  • Develop robust and financially prudent grant budgeting and cashflow allocation framework and processes.
  • Support the Division’s data analytics and knowledge management framework and processes.
  • Development and maintenance of the grant case management system.

 

Requirements

  • At least 3 years of working experience
  • Excellent interpersonal, written and oral communication skills
  • Ability to engage and manage multiple stakeholders effectively to achieve win-win outcomes
  • Self-motivated, meticulous and hands-on
  • Ability to multi-task, work independently, as well as contribute in a team
  • Good organisational and planning ability
  • Self-motivated, results-oriented, meticulous, as well as analytical and is comfortable working with financial figures
  • Keen interest in current affairs and public policies
  • Experience in grant review and evaluation, and/or programme design and implementation is an advantage
