“We are Professionals with Passion for People”

The Ministry of Social and Family Development (MSF) develops the “heartware” for Singapore through our policies, community infrastructure, programmes and services. Our mission is to nurture resilient individuals, strong families and a caring society that can overcome challenges together.

We are committed and passionate in developing a strong social service sector, and play key roles in shaping the future of Singapore. Through these efforts, we hope to play a part in helping our citizens achieve their hopes and aspirations for themselves and their families.

A career in MSF is a challenging and fulfilling one that allows you to make a difference in shaping the lives of Singaporeans. If you are driven and enjoy working in a fast-paced environment, we welcome you to be part of the MSF Family!

The Service Delivery and Co-ordination Division (SDCD) coordinates key services on the ground, oversees local planning, service management and co-ordination of complex cases in the towns and administers ComCare assistance to bring social assistance closer to needy Singaporeans.

As an Assistant Manager/Manager, you will be part of a team supporting the operations of the Social Service Offices (SSOs).

a) Work with the Policy Division overseeing ComCare Scheme policy as well as the SSOs in implementing new schemes and work processes.

b) Develop frameworks for new initiatives that the SSOs have to implement e.g. initiatives under the Strengthening Social Service Delivery (S3D)

c) Conduct business process reviews on SSO processes both from the client point of view (i.e. to make help more accessible) as well as from the point of view of SSO officers (to make their work more efficient).

d) Analyse operational data to identify areas of concern and make recommendations on how to address the concerns.

e) Develop strategies and frameworks for volunteer engagements, coordination and management across the SSOs. As part of the role, you will engage agencies and individuals who are interested to volunteer with the SSOs.

f) Assist to review budget requirement and forecast submissions

The officer should be able to translate policies into frameworks that the SSOs can implement. Hence the officer should be able to see things from both the strategic perspective i.e. policy objectives as well as the operational perspective i.e. operational constraints that the SSOs might face.

The ability to analyse data to spot areas of concern would be an advantage.

Above all, the office must have the desire to want to help vulnerable groups and be able to engage multiple parties, who sometimes may have differing views, to come up with a solution that would ultimately benefit our clients.

  • Tertiary qualification (Social work, Psychology, Sociology, Mathematics, statistics or related degrees would be advantageous).
  • At least 3 years of relevant working experience with an interest in the social service sector.
  • Prior experience with data analytics and working with data visualisation software will be an added advantage.
