The Education and Community Outreach (ECO) is a division in the National Heritage Board that promotes the awareness of and engagement with heritage.  We strive to spark an interest in, and encourage greater exploration and ownership of Singapore’s heritage amongst Singaporeans. 

As part of the HeritageCares and Volunteer Engagement team, you will engage stakeholders to promote HeritageCares programmes to the underserved audiences as well as develop strategies to create volunteering opportunities and better engage our volunteers.

Volunteer Engagement

  • Develop strategies to deepen engagement with volunteers as well as implement engagement strategies to support organisational initiatives and volunteers’ needs
  • Assist in planning, organising and implementation of all engagement sessions with various volunteer groups
  • Assist in coordinating and maintaining an up-to-date volunteer database and record-keeping system through the Volunteer Management System (VMS3.0), which includes updating of data, registration and training
  • Evaluate and measure outcomes of initiatives and their impact on volunteerism with data collected through VMS3.0
  • Assist in KPI tracking and reporting

Community Outreach

  • Outreach to Social Service Agencies to promote HeritageCares programmes and to grow volunteering opportunities
  • Engage and forge new/ long-term partnerships with stakeholders
  • Conceptualise and develop heritage activities and programmes, and undertake administrative/ operational duties such as procurement, sourcing and liaising with vendors and clients for key events/ programmes
  • Prepare marketing and publicity materials, conceptualise ideas and designs to promote the events/ programmes
  • Assist in KPI tracking and reporting


  • Prior experience working with community groups, volunteers and/or social service sector is preferred, while having a background in Arts Management, Business Administration, Marketing, Mass Communications, Education, or Social Work would be advantageous
  • Familiar with government regulations and procurement
  • Able to work independently but also as a team, self-motivated with good interpersonal and project management skills
  • Keen interest and awareness of the arts, heritage and culture
  • Able to work on weekends and public holidays, when required
