Responsibilities


The candidate will have a good understanding of the Ministry’s goals and strategies and guide a team of officers in implementing a range of strategic HR and Organisation Development initiatives, aligned with the Ministry’s goals and strategies. He or she will be expected to work closely with Senior Management and partner stakeholders of all levels from MTI HQ and MTI statutory boards. Specifically, the candidate will lead the HR initiatives in some of the areas listed below:

  • Oversee Performance Management, Leadership Development and Career Development to develop the potential of our officers
  • Provide advisory on HR-related information and partner the stakeholders in HR decision making which include recruitment, retention and learning & development
  • Review and implement HR Policies and Compensation & Benefits
  • Manage manpower planning
  • Lead Employee Engagement and Staff Well-being initiatives including communication, feedback sessions and recognition programs
  • Recommend and drive changes in capability building in support of the Ministry’s strategies

Requirements

  • Relevant field of study in Business Administration, Human Resource or related discipline
  • At least 10 years of relevant work experience, with at least 5 years in a supervisory role managing and coaching teams
  • Excellent communication and interpersonal skills with the ability to engage people at all levels
  • Ability to conceptualise and articulate policies, as well as translating strategies to operational practices
  • Good prioritisation skills and excellent drive to achieve outcomes
