As a statutory board in the Ministry of Communications and Information, IMDA promotes and regulates the infocomm and media sectors.

You will be part of the Learning and Development (L&D) team within IMDA’s Human Resource Division. In this role, you will need to develop a good understanding of IMDA learning developmental needs, and you will be expected to plan and execute end-to-end Learning and development solutions.

Key Responsibilities

  • You will be involved in the implementation of IMDA’s capability development strategies, training solutions and initiatives to enhance organisation’s performance and address capability gaps, such as the IMDA Competency Framework, and new Learning Management System. 

  • You need to engage multiple stakeholders proactively to meet IMDA’s training needs and support the ministry family’s MCI family and Whole-of-Government initiatives. This will involve sourcing, planning, implementing, managing and evaluating relevant training programmes and trainers/ speakers/ training providers to address training needs. Regular programmes include IMDA orientations and milestone programmes.

  • You will be required to guide IMDA officers on L&D related enquiries and is expected to be familiar with IMDA’s L&D policies, processes, and its related programme initiatives. 

  • You will oversee IMDA’s training award framework and administration, and manage L&D operations which include reports on training and capability gaps analysis, training budget management, verify L&D-related claims and invoices for payment processing, and oversee course registration.  


You should possess good organisational, communication, interpersonal, analytical, project and event management skills, with a strong interest in progressive L&D practices and key learning trends and keen desire to learn. You need to be highly proficient in working with Excel spreadsheets and reporting. Experience in data analytical tools will be an advantage. You should be mature, meticulous, proactive, resilient and resourceful. You should have a proven track-record of being both a strong individual contributor and team player, and preferably have at least 5 years of working experience in HR Learning & Development operations. Supervisory experience will be an advantage.

Position will commensurate with experience.
