The Strategy Group in the Prime Minister’s Office drives Whole-of-Government strategic planning, and partners government agencies on policy development. It identifies key priorities and emerging issues over the medium to long term, such as population and climate change; it influences strategic resource allocation; and catalyses new functions and capabilities in order to deliver policies that are in the long-term interest of Singapore.

As part of the Strategy Group’s Corporate Services Directorate, you will be responsible for the effective and optimal use of resources in the area of Finance.

 

Responsibilities:

You will plan, prepare and manage PMO-SG’s budget. To this end, you will consolidate and assess the Directorates’ budget requirements, as well as analyse budget performance to make recommendations on the allocation of financial resources. You will also provide advice on finance policies, liaising with the Accountant-General's Department and Ministry of Finance (MOF) to ensure compliance with finance rules and regulations. Your responsibilities will also cover the following:

  • Provide advice and guidance on financial-related matters including IM rules and guidelines, to cluster officers.
  • Support the Internal Approving Authority and Tender Boards by reviewing funding and tender board submissions to ensure that projects undertaken are operationally and financially viable. 
  • Liaise with the auditors and assist in maintaining the robustness of the internal control environment at PMO-SG, recommending appropriate processes and guidelines to ensure compliance with IMs and best practices. You should embrace design thinking, data analytics and leverage on digital technology to streamline work processes and better serve our internal stakeholders.
  • Ensure the smooth operation of functions outsourced to Vital.org

 

Requirements:

  • Tertiary qualification in business or accountancy
  • 3-5 years of working experience in an accounting role
  • Strong communications, interpersonal and analytical skills
  • Able to manage and resolve issues involving multiple parties and stakeholders
  • Government experience is preferred but not a pre-requisite
