NCSS is a statutory board and an umbrella body for some 450 member social service organisations in Singapore. Our mission is to provide leadership and direction in enhancing the capabilities and capacity of our members, advocating for social service needs and strengthening strategic partnerships for an effective social service ecosystem. Since 1992, NCSS has taken over the functions of the former Singapore Council of Social Service (SCSS) and Community Chest of Singapore.

Job Summary:

Develop strategies and oversee the implementation of business development to drive growth opportunities for fundraising and engagement initiatives under Community Chest.  Plan and drive strategic engagement and partnerships with stakeholders, including marketing communications, to optimise exposure and growth. Analyse market and industry context and data to create sustainable long-term value for Community Chest. Leverage ICT, data analytics and segmentation for robust donor management and stewardship.

Key Responsibilities and Activities:

  1. Develop and spearhead central strategies and product development to grow new donors and funds.
  2. Identify and cultivate new donors from identification of targets, executing efficient partnerships through to delivering business pitches to secure fresh donations.
  3. Assess business potential based on analysing and evaluating market context and development, and donation data for sustainable growth of Community Chest.
  4. Guide marketing and communications initiatives to enhance fund-raising and engagement functions of the Group.
  5. Synergise efforts across the Group, collaborate with internal departments and external partners to strengthen donor acquisition and retention.
  6. Set directions, team structure and KPIs for direct reporting teams to align with the priorities and goals of the Group.
  7. Manage, measure and be accountable for the annual KPIs set.
  8. Provide guidance for direct reporting teams' operational challenges and solutions (including sales, marketing, communication, finance, data, compliance, governance etc).
  9. Provide guidance for direct reporting teams' human resource matters and solutions (including recruitment, retention, development and talent management etc).
  10. Ensure compliance of integrity in matters of people, processes, procurement and relationships (vendors/suppliers/partners etc).
  11. Any other duties as assigned by Group Director and Directors that are aligned to the Group's purposes.

  • Minimum 8 to 10 years of management
