Workforce Singapore (WSG) is a statutory board under the Ministry of Manpower (MOM). It will oversee the transformation of the local workforce and industry to meet ongoing economic challenges.

WSG will promote the development, competitiveness, inclusiveness, and employability of all levels of the workforce. This will ensure that all sectors of the economy are supported by a strong, inclusive Singaporean core.

While its key focus is to help workers meet their career aspirations and secure quality jobs at different stages of life, WSG will also address the needs of business owners and companies by providing support to enable manpower-lean enterprises to remain competitive. It will help businesses in different economic sectors create quality jobs, develop a manpower pipeline to support industry growth, and match the right people to the right jobs

As a Manager in the Programmes Implementation & Management department, you will be part of a dynamic team that implements and reviews a suite of national programmes that will support the transformation of the local workforce to meet ongoing economic challenges.
You are expected to:
  • Evaluate programme applications from employers and jobseekers for eligibility, and seek clarification from them when necessary to ensure they meet the respective programmes’ requirements
  • Engage and provide guidance to programme partners to ensure that they meet the programmes’ objectives and service standards
  • Handle appeal cases and ensure timely follow through, from the point of assessing the case’s merits and putting up recommendations for Management’s approval, to closing cases with appellants
  • Undertake investigations (including whistle-blowing and feedback cases) to determine if enforcement, remedial or any other appropriate action is required, based on WSG’s penalty and compliance framework
  • Prepare and present case reports and recommendations to Senior Management as necessary
  • Review operational processes with programme partners, including identifying and mitigating risks, to ensure continuous improvement in programme design and take-up
  • Attend to programme-related enquiries from programme partners
  • Represent the division to see through audit exercises for the various programmes, and follow up on audit queries and observations 
  • Work with the Ministry of Manpower to review programme effectiveness 
  • Prepare budget papers to seek internal and external approval for the programme
  • Tertiary qualifications
  • Manager – Up to 3 years of work experience

Possess understanding of:
  • Employment issues and challenges for different workforce segments (e.g., PMET, Rank-and-file)
  • National employment policies; WSG “Adapt & Grow” initiatives 
  • Employers’ hiring needs and challenges 
Desired skills include:
  • Effective Communication skills - Possess business writing skills and good presentation skills; able to interact with stakeholders such as employers, jobseekers, and programme partners
  • Critical Thinking - Using logic and reasoning to identify alternative solutions or approaches to problems
  • Creativity and Innovation - Think and synthesise new possibilities to improve user experience (for employers/ jobseekers) in application/claim processes
  • Prior experience in fraud or compliance-related work would be advantageous

  • Meticulous - Have an eye for detail and enjoy process-driven tasks
  • Responsible - See through tasks assigned and escalate at appropriate juncture 
  • Resourceful - Able to obtain and synthesise information from various sources to address and resolve challenges independently, or rally fellow co-worker(s) as required
  • Agile - Adaptable and flexible to meet with last minute or unexpected changes
